Are you referring to the fact it has no production time? It completes instantly? I did notice this and wondered if it was intentional.

no I mean it’s can use not yet completed in production Tc or Tower be manufactured.

A Tughlaqabad Fort that is ordered to be build, so that it exists only as a yellow outline, can produce Worker Elephants. I noticed that too. Don’t remember if I could order the elephant directly from the, as of now still non-existent fort, or if it just became the spawn point when it was the closest to the place where I made the villagers build the elephant.
