Just wanted to inform people how I got the mod working:
- Subscribe and then copy it into your local mod folder
- Find the folder within the mod with the language files
- Create a subfolder in your game language (only English and Spanish folders exist as default).
- open the files with text editor and edit the language line to your respective one.
- In your safegame folder, locate the Philippines home city files and delete them
- launch game, hopefully it works
