Xbox app achievements and progress not carrying to steam even after login with same xbox account

Issue: My friend account didnt sync with the xbox one after getting the game on steam, plenty of progress (campaign and civilization maestry) were lost, as well as event rewards which he cherish the most.

Trigger Event: Syncronization with game from xbox app to steam.

(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)

Repro Steps: Logging off the xbox app, then buying the game on steam and logging in with the same xbox account on the game on steam.

Unfortunately friends list progress and achievements do not transfer between platforms. Age of Empires IV: Anniversary Edition on Xbox and PlayStation Consoles – Age of Empires Support

What about the other ones he had completed ? I think he had 65 achievements but only 32 shows on Steam.
