Issue:
Villager Economy Buildings radial menu is out of order only with the French. Most civilizations have 8 positions on the radial menu (Abbasid, China, Malian, Byz, Japan and HoL have 12). The mining camp is always at 3 o’clock except for French where the Mill is at 3 o’clock (see screenshot below of French Economy Buildings radial menu)
