You should do what StarCraft 2 did: Progression in COOP but not in other multiplayer.

I don’t care if my COOP partner has more(or less) card options than I do, but I understand why competitive players want a level playing field.

In COOP will most low level players play on lower difficulties and most high level players on high difficulties, this will balance itself in COOP anyway.

I didn’t understand what do you exactly want

Have progression like the original aoe3 leveling(and card unlocks) in COOP multiplayer(and maybe single player) but not in competitive multiplayer

You want this for depth of game aren’t you? I mean age is a game which is known by any of rts player and you want to play with a friend just one civ at the same time for fun, like a game mode, am i right?

just have a tab for normal and COOP decks, card games with way more complicated rules and modes work just fine why wouldn’t it work for this relative simple system?
