The zhu xhi legacy imperial building “ ZHU XHI LIBRARY” is bugged out on console so that when you build it you can never do any of the upgrades the building offers. Before doing any upgrades it automatically states “maximum research: 2 upgrades”!
Please fix this ASAP ZHU XHI is feeling useless consider 1 of their 3 major bullet points is technology that can’t be accessed……
