Issue: Zhu Xi Library doesn’t allow to do any upgrades
After launching a custom multiplayer game and reaching imperial and bulding the library first, the game prompt the condition “you can only perform 2 upgrades” while none have been performed, therefore preventing any of the upgrades to be launched.
