Stop exaggerating and talking flippantly. Inca/Aztec/Maya is not half of 35. Reskinning units along several civilisation blocks(along buildsets maybe) is something that could and should be done.
This civilisation is not Tibet, but Tibetans. Tibetans are a people group like Koreans, Mongols, etc. The Tibetan Empire appears in Chinese history and even other games like Emperor Rise of the Middle Kingdom.

Are you telling me that African and Asian civilizations (excluding Chinese and Japanese) such as , Ethiopians, Malies, Huns, Malays,burmese, Khmer ,Vietnamese, etc had two-handed swordsmen, halberdiers, trabuchets, siege onagers, etc? hahahahahaha. (Now that I think about it, does ancient China and feudal Japan had European swordsmen in their troops? wtf ?! even the Vikings had very different troops and weapons in their ranks)
AOE2 was never characterized by representing each civilization through units, only architecture and unique units, the others units are generic of the full-blown European medieval age. that’s the point, you can literally put whatever culture you want from that era.
If you want historical fidelity, that’s what AOE3 is for, and to your surprise, there are 4 Native American civilizations
