Issue: Abbasid Dynasty technology bug

Trigger Event: The merchant’s DEF is 195, and the villager has 400 HP
(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)
Repro Steps:
1.Build lots of marketplaces.
2.Research the armored caravan upgrade in every marketplace at the same time.
3.Merchants can stack armor infinitely in theory, and both villagers and merchants can gain unlimited HP thanks to the Public Library tech (actual values scale with the number of Armored Caravan upgrades).
