Access to cossack revolt

The Cossack revolt is very specifically the Cossack Hetmanate, which were Ukrainian cossacks - all the tech, shipments, unit names point to this.

Basically, Poles have it due to the Khmelnytsky Uprising - where the Zaporozhian Cossacks rose up against Polish rule in a massive uprising (70,000 Zaporozhians and 40,000 Crimean Tatars) and established their own self-governing state.

Doesn’t make sense for Ottomans to have this revolt - especially as this group of Cossacks’ original purpose was as frontier defense against the Ottoman Empire. They clashed with the Ottomans many times and even raided Instanbul. Also wrote a famous (extremely rude) letter back to the empire in response to a request for them to be subjugated.

Although Russia is seen as synonmous with Cossacks, Russia basically just absorbed a number of Cossack groups (no self-governing, militaristic states) and utilised them as excellent light horsemen. They had a pretty different identity to the Cossack Hetmanate (the shaven-head with forlock guys). Optics also look a bit inappropriate for Russians to revolt to Ukranians at this point in time as well.

If you really want a Cossack revolt option for Russia:
• Don Cossacks - The Don Cossacks had a few uprisings/rebellions, culminating in a Don-led massive peasant uprisings.

I’d bear in mind that if you wanted the current Cossack civ, it would need to be broader, and less Zaporozhian Cossack-themed.

I’d actually suggest Russia get something completely different:

Kazakh Khanate - The Kazakhs (funny the origing to the term Cossack ) resisted and rebelled against being absorbed by Russia, culminating a brief independent state in the 19th century. Would be very mobile, cavalry-based.

Caucasian Imamate - A multi-tribe state including Chechens and Avars, around the Caucasus region, emerging as a massive armed resistance against the Russians. Lasted around 25 years, during the 19th century. Would be an interesting roster of guerilla fighters and hardy mountain troops

Ironically, the Russians used their Cossack (Don, Ural, etc) groups to scout and quell resistance from these states.
