Advanced Artillery card for Malta only sends mortars, horse artillery are still not able to be built.

malta doesnt have access to horse artillery by defeault

the card allows access an age sooner, it doesnt give you access if you already dont have it

So you are saying that Malta, unlike every other Euro civ, doesn’t get horse artillery in age 4? A bit of an odd card to give Malta then if it gives half the benefit it does to other civs.

cause it still gives them mortars, which is what most people use it for
