When playing as Ethiopia or the Hausa, if you rescue a pilgrim via treasure or spawn in with them if playing on Plymouth, the pilgrims are limited to building TCs, TPs, walls and native embassies. Here’s the steps to reproduce the issue:

  1. Play a game on Plymouth as Ethiopia or Hausa

The Pilgrims should be able to build structures as any other standard settler can
