The issue here is that most of the cards named come rather late to really become relevant, shipments are very much a real cost after all.
I think spamming Heavenly Kami will give you the most bang for your buck. Four times and you’ll have free Shrines producing resources at Factory speed. Send Seven Lucky Gods once on top and then you’ll just have infinite resources including experience, after that the game’s pretty over.

Aztec Settlers:
Pioneers and Warrior Culture. Add in Medicine (free and instant). 99 vills with 5120 damage (just from WC) and about 24960 from Pioneers alone.
Add in Spirit Medicine and that adds 768 damage and 13440 hp.
Total is about 38,550 hp and 5891 ranged attack, for 0f and no training delay. Add in Stone Masons and they can probably build TCs instantly, meaning a very strong push.
Edit: vills would also have like 1036 range.

You’d need to wait 30 mins to max the book crates, but good point.
Also, French Immigrants + the age 3 vill combat + medicine could be fun! Insta vills with extra combat abilities and stone masons for insta TCs!
