Not Bulgars lol, at least not in the pic. Maybe Ghaznavids?
If you look at the history tab of AOE2ās main menu, the history about the Slavs mentions the Bulgars (and the Wends). So perhaps we might not get the Bulgars but an umbrella Turkic nomad civ. Khazars are a good choice.

Bulgars are also of Turkic origins. They mixed with slavs after their immigration to Europe.
