I think this unit is focused on countering ranged cavalry, as I consider this to be the main weakness of the Ottomans. Maybe it should only focus against ranged cavalry and weaken against the rest of the units.
Also the Ottomans only had a single unit available in the barracks, so it was a bit impractical compared to other civilizations.
