Thank you for sharing this. Normally I would just wait for the patch to be official before trying it out, but I couldn’t miss the opportunity to test your suggestion. I downloaded the PUP, ‘played’ an instant-win deathmatch (with the Wei, which is probably irrelevant), and got the achievement in less than a minute!

Worked for me with the update today morning.
I don’t think it was any particular civ. I just won a campaign scenario (Sforza) and it unlocked this achievement. It probably just detected that I had anyway completed winning with all civs and unlocked the achievement. Thanks again to the devs for fixing this longstanding issue.
