Age up and Revolution are disabled first time we enter in the scenario editor

When we launch the game and enter first time in the scenario editor and test the scenario, age up and revolution are disabled in the town center.

But this techs appear later when we save the scenario and reload it.

The Age up and Revolution techs should be available

First time we test the scenario

After save and reload (or load in a skirmish game).

As of february 2023 this bug still happens
