AI is instantly defeated in Nile Delta

Issue:

AI loses instantly in nile delta (, it looks like it tries to build a dock, then deletes every vil.

Reproduction Steps:

  1. Create a standard game
  2. (I tested a 3v3, but i guess any AI will lose)
  3. Pick Nile Delta as the map
  4. Click Start game
  5. Win with every civ to get all the steam achievements xD

When there are 2 or more ai, they begin building docks and then kill there villagers. 1v1, the ai builds a house and a docks, 1 transport and eventually moves there three starting villagers down south and lands them. they idle for a while and eventually AI resigns
