AI overbooms on water maps

I have seen this happens a few times where the AI was really strong at first but seems to plateau really quickly and attacks in really small waves.

What seems to be happening is that they try to go for water and land eco at the same time and ends up having very little military pop. they cant seem to delete their fishing boats so it just ends up really weak

Play some games on like half water map, like florida
