AI player only makes Fire Lancers in post imp

AI almost exclusively trains fire lancers in post imp until it hits population limit. While non-fire lancer AI civs seem to be capped at 70-80 military units on Hard and below difficulty, fire lancer civs make full fire lancer armies hitting pop limit after full booming

Here’s the steps to reproduce the issue:

  1. Pick a standard 200 pop game (I’ve only tested with Hard difficulty but I imagine it applies to any difficulty where AI has vill/military pop limits, preferably a team game for comparison sake, make atleast one of the AI any civ with access to fire lancers
  2. Expect to see full fire lancer armies once they hit post imp

Not 130 Fire lancers while other civ AIs are limited to diverse 70 unit armies
