Akan Akobia cannot be trained by Dutch with HC card

After sending the Belanda Hitam card I was unable to train the Akan Akobias from the Native Embassy as the card says. I tried it on a Euro map, an American map, and an African map.

Here’s the steps to reproduce the issue:

1. Send the card
2. Build the embassy from the wagon the card gives you

I could train up to 30 Akans from the embassy
