From approximately 16:40-25:17 in the linked replay, all of the AI players in the attached replay stopped assigning tasks to new villagers. This resulted in newly spawned and ungarrisoned villagers to stand around the TC/Tower that they came from.

We’re already tracking weird behaviours like this with AI villagers going idle.
