usual behavior is idle ally/self military units move out of the ally/self building foundation and let the villagers construct them but no longer the case and happens randomly.

Here’s the steps to reproduce the issue:

  1. play game, have villager try to build something (generally large foundations)
  2. idle military untis dont move thus villager can’t block
  3. repeat until it happens
