The problem is that India can get 3 Spies from the British Consulate (up to 12) but they can’t be massed that easily and cannot keep up with Mercs spam and they get no Assassins upgrade

In general, I find the design of the mercenaries and spies to be rather poorly executed for Native Americans and Asians.
Anti-Mercenaries should be more accessible to certain Asian civilizations, and the Gun Running technology should allow Native Americans to recruit mercenaries.
The only worthwhile anti-mercenary unit is the Maigadi; the others are merely situational (not to mention bad).
That’s why I’ve always believed that spies and their equivalents should have a role similar to the Ghost in SC-2, where they have a special shot that can be used against mercenaries and heroes, but each shot costs coins depending on the target’s value.
It could also be a good way to introduce a new unit with this mechanic (the bounty hunter).
