Seems like the picture confirms Elephant Archers as regional unit as well as Battle Elephant for some of the new South Asian civs.
There’s a mysterious red carpet Elephant unit which I suppose is some kind of Melee siege elephant.

I’d say it’s a campaign or editor unit. A civ with 3 elephant units is kind of meme level

Agreed. Or it is an alternate version as it was the case for Winged Hussars.
From this screenshot, we learn that both civs get a disc thrower, blue gets a cavalry, and red gets a spearman. That means that each of these civs here will get 4 special units (5 for red because of the elephant). That is a lot of units!
They might have condensed 3 civs worth of units into a 1v1 image?
Maybe?

I do think so too to be honest. Seems like a lot of UUs for only 2 civs.
Interesting thought but what if the frisbee fighter is a regional unit for all Indians?
