Oh, look, another American civ!!
My guess is Gurjaris, they have a ton of bonuses relevant for camels, LCav, and elephants and would probably be OP if those units were also fully upgraded, so maybe devs are experimenting with a civ that gets zero Imp stable upgrades.

Their only bonus for light cav and knight lines is costing 25% less food, and their classified as a cavalry civ. Without cavalier and hussar? idk
