You don’t have to buy them one at a time, but you do have to buy the DLCs if you want the DLC content. That’s how DLCs work for most games, you have to pay.
The basegame today includes what used to be the Conquerors, the Forgotten, African Kingdoms, Rise of the Rajas and the Last Khan expansions/DLCs. That’s already plenty of civs to play with and campagins to play thru. They are unlikely to make any expansions newer than that as part of the basegame.
The game needs some way to make more money to pay for further development and for server costs, after all.
I meant they should make 1 big single DLC (price equivalent to total DLCs price with a discount) or add it to the game and increase the price of the game.
For someone new to the game, it’s too complicated to choose between all these DLCs.
So you would prefer if they summarize all the dlc’s to 1 dlc and raise the price accordingly, because it is “too complicated”?
And what happens if sb wants to play only one of the dlcs ?

If you are not interested enough to inform yourself about the dlc’s, which takes like 5 minutes then simply don’t buy them.
Either way i see no real benefit in forcing them together…especially if you say it’s not about the money
Yes, great example. If you were to start playing World of Warcraft today you have to buy Vanilla Wow, BC, Wrath, Cata, Pandas, Wod, Legion, Shadowbad and Dragonboyz… Oh wait, you don’t. You just pay for the latest Expansion. Despite the fact that people had to pay for all expansions as they came out. AoE2 is an old game that’s supposed to be affordable. However if you were to buy buy the game plus all DLCs you would be paying over 100 dollars. Which doesn’t make sense for a 25 year old game. But hey, what do I know?
It could be sold separately, but like 1 addon. As AOE2 is very Multiplayer oriented. I’d say majority of players is more focus on multiplayer than campaigns (Maybe Im mistaking), it means that you we should have access to maximum of civilizations.

No one is demanding respectful behaviour. It’s your duty to respect others. Otherwise, you expose yourself to a lack of respect from others. It’s not hypocritical, it’s life.
I agree that people should get easier access to all civs, not campaigns. But merging would only increase the cost rendering the first phrase useless. However, I always like a cost-less DLC of a few new civs, like 3 in a pack, and a separate cost-more DLC of their campaigns. Also, merging will not happen because it’s Microsoft, business, not ours.
