AOE4 Play Anywhere Title?

Issue: I bought all of the previous DLCs and main game via the microsoft store as well as pre-ordered the Dynasties of the East DLC. I am able to play all of the previous DLC and main game on both console & pc via xbox app but the Dynasties of the East I can only play on PC. When I look up the purchase on my xbox it shows as Pre-Order: Complete status while all of the other purchases are just Complete status. Did they make this one specific DLC not Play Anywhere? I tried to sign out, hard restart and check the DLC in Xbox but it doesn’t show up as available and is requesting I repurchase the DLC.
