So, does that mean that we fans can create our own content for this game, such as gates, new techs, units?

This game does allow some modding, its just that we dont have proper tools/support like aoe2 has making it harder. But it should be possible, if you take the time, to add custom content.
There already is some content, the small trees, high contrast berries and grid mods are some examples that show its possible to change the content.
Also, this is an api in case you want to create something related to aoede, its not really a mod for the game.
