Rescue the villagers in level 1 and give them tools, but they still turn into Champi in level 5.

Here’s the steps to reproduce the issue:

Rescue villages in level 1 and choose give them tools.
Start level 5 and seize the enemy’s base.
The number of villagers unloading from transport ships is wrong.

EXPECTED RESULT

Should receive 16 villagers rather than 10 villagers.
