Enable training the counter skirm like normal units. Which would be crazy.

Doesn’t it have only guard stats at most? And Afaik it only has 18 range nvm it would be a commandry unit and not profit at all from cards that the Maltese send. So i doubt that very much, because even order cassadores are not often used.
Pretty sure they’d go Imp through shadow tech as Order units are technically a different unit in the files. I think you may be right that they’d actually not be OP. So their reasoning may have been less that, and more that it would be weird for Malta to have easier access to them then the Italians themselves.
Developers do not have such a problem, because the Dutch have easier access to Lancers and Bombards than Italy itself.

Those are different units. Different lancer, different cannon (at least in game).
This is the same unit. As for bombards, then yes. The Italian bombard is complete crap.
That is not the same unit. One of those is much stronger than the other.

It’s a shame to say such a thing, but even a rodelero is more useful vs samurai. 
It’s also in the treaty. With 25 shipments.
