Issue: Armored Caravans can be researched more than once

Trigger Event: Armored Caravans on Abbassid can be researched multiple times, giving trade caravans 15 melee armor and 15 ranged armor
(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)
Repro Steps: He had multiple markets and was able to queue this multiple times, once from each market

- (Indicate if you were able to reproduce this, to help us identify frequency of the issue) i haven’t tried to reproduce this, this happened in a ranked multiplayer game on 6/13/2026.
