Atonement card doesn’t reduce population cost for arsonist from 3 to 2 . All the recent buffs regarding arsonists doesn’t make sense with 3 pop arsonists and nothing to reduce its pop . Age 4 Roketeer card with india to make arsonists train from castle is useless , as none is gonna use 3 pop unit with mediocre stats in age 4 , so I m guessing atonement was supposed to be affecting arsonists , as it should be to all outlaws type units
