Ayyubids - Tower of Sultan - Incendiary arrows undo all blacksmith range damage upgrade

During testing it has been observed that the Incendiary Arrows cancel all blacksmith range damage upgrades for Tower of the Sultan.

Repro rate: 5/5 (please note that it was reproduced with and without cheats)

Steps to reproduce:

  1. Launch the application
  2. Proceed to the 1v1, section skirmish
  3. Start the game as Ayyubids with any map/mode starting from age 1
  4. Proceed to the Imperial Age
  5. Build some spearmen
  6. With Spearmen build tower of sultan
  7. Build Blacksmith and make all range damage upgrades
  8. Build medrese and upgrade incendiary arrows
  9. Observe the Tower of the sultan tooltip damage

Observed result:

Expected result:
Incendiary arrow doesn’t cancel blacksmith upgrade for Tower of the Sultan
