Due to the nature of liscensing for internet cafe’s keys are typically handed out in bulk for a fee, these are much larger transactions typically, and due to the nature of such an agreement those are typically unbannable - in the case of AOE i suspect they do suspend/ban individual accounts (used in those cafe’s) but another is created all the same.
Its an incentive to use one internet cafe over another if they have the cheats.
Simply banning asian player from the games will be like cutting head off when someone have headache.

And seems the cheat problem didn’t solve for good, even those public rooms with casual mods, also have cheaters to sellin their CHEAT.EXE and ruin everyones good moods.
There’s no way around it; this is an external manifestation of the Asian mentality of pursuing victory at all costs. It’s part of the nature of people in this region. I’m East Asian, but I don’t use cheats in 1v1 ladder matches. You shouldn’t generalize like that.
yea got 100% matches confirmed with another 3 players where lads from this region are cheatied on our games. Reported and what happend? AOE 4 still shows them that these lads are playing
