Great Bombard from “Ottoman Expeditionary Army” is oddly buffed for Malta and not for the other 3 European civs that can revolt to Barbary States.

REPRODUCTION STEPS
Here’s the steps to reproduce the issue:
Start game as Malta
Revolt to Barbary States
Ship the “Ottoman Expeditionary Army” card
Observe the stats are 10% higher than everyone else’s
EXPECTED RESULT
Either everyone who can revolt to the Barbary States should get the “Consulate”-grade Great Bombards from this shipment (which is the Italians, Ottomans, and Portuguese), or the Maltese should get a normal Great Bombard like everyone else.
isnt that just the maltese civ bonus of 2%hp (1%hp for artillery) increase per shipment?
edit: its a bit strange. i checked it with the indonesean rev for portugese and they also get consulate bombards from the same shipment, but without the +10%hp.
but its also not the normal civ bonus for malta, since they get +10% hp even if they send the ottoman expeditionary army as their first shipment.

ok i think i figured it out.
it seems to be a compromise.
malta gets the 1 or 2% hp increase per shipment for every unit, except consulate ones. This means bagdad janisarries and bombards dont get the malta civ bonus. as a compromise the devs decided to give BOTH a flat hp increase from the start, as if malta had sent 10 shipments before.
10 shipments is a fair compromise, since that will be arround the time you are normally revolting.
i guess it was easier to code that way and i think its fair.
It’s not just hp, the Maltese Bombard gets +10% attack as well (I just didn’t save the pic with it unpacked. Also, every civ that can revolt to Barbary gets +10% attack/hp on their Guard Janissaries, including Malta (which makes this special +10% atk/hp Bombard even more suspicious).
That’s correct, Maltese mercs/outlaws/native troops (including those shipped from Home City) do not benefit from their +hp bonus. Most Revolution units also do not gain any benefit from the Maltese shipments.
