Be aware! Another smurf account from Hong Kong

Similar to my previous post, I encountered another smurf account that does exactly the same thing as NeonHighway. This time a guy from Hong Kong. In such a short period I ran into so many smurfs. Is this a cultural thing in aoe2 community?

Here is his screenshots. He intentionally tank elo to win against lower rated players (dropped from 1450 to 1050)

Guys. Do you have any comments on this behaviour? Why is smurfing so common on the ladder?

Quitting at beginning should result in 5 min temporary ban and the length increases if he does this again. So why are these smurfs not banned by the system?
