Best 2 TC early civ?

Looking for thoughts on the best civ to go early 2 TC (~ 5 min):

  1. English because you can play defensively?
  2. HRE because of the boost from Aachen Chapel?
  3. China because of quick build?

Abassid because of Fresh Foodstuffs tech (50% cost for villagers).
