If a player put a foundation (e.g., by villagers, explorer, or wagons) before sending the third partition, this building can be built after sending the third partition.

Here’s the steps to reproduce the issue:

  1. Go Warsaw revo with Polish.

  2. Put a foundation of a building on the map, but not finish it (e.g., put an outpost with a outpost wagon)

  3. Send the third partition.

The wagon/unit will be able to build after sending the third partition.
