Blacksmith techs dont show up when messing with "Enable/Disable Technology" trigger

Issue:

Blacksmith techs dont show up ever for other players when using triggers to re-enable them with trigger for another trigger

Reproduction Steps:

Here’s how to reproduce the problem:

  1. In Editor, create a trigger to re-enable a blacksmith technology for a random AI player
  2. Test with a blacksmith when getting to the age where the technology should be available
  3. The AI player should be able to research the tech twice (if the tech in the trigger was already researched before firing the tech
  4. If the tech in the trigger wasnt researched by you (or any other player which isnt specified in the trigger), it wont show up to be researched.
