Colbertism is a trickle that is very weak to the other european trickles. It gives 1,5f/s, which is roughly equal to 1,8 villagers on food without upgrades. If you compare that to distributivism (1,25w/s = 2,5 vills) or capitalism (1,65c/s = 2,75 vills) it is a really bad card.
I propose that it should be changed so that it gives 1,8f/s. That would equal roughly 2,15 vills on hunts. It would still give less value than the other cards in terms of villager value, but it would not be as weak as it is atm.
This change could buff china. If it makes them too strong, the cost and/or research time of the technology could be increased. Another approach is to keep the current effect and split chinese colbertism and the colbertism card.

im so confused by this
China can research colbertism via the german consulate. By buffing the card, the consulate technology will also become stronger. Therefore China will become stronger as a civ in some situations. That is what I am refering to

Yeah that is just your interpretation of the card, nothing more. The same debate was had years ago when capitalism had a buff and they forgot the Chinese German trickle; after lots of people whining that it would make kinda China OP and stuff, they decided to give it a try and nothing broken happened lol.
I agree with CaptainOz and I would even go as far as saying that the tech is way too expensive right now and unlike 400f with France, you cannot even sent it as a first card if you want to.
how is it “my interpretation”??? its two seperate entities within the tech tree files, just because they share an icon and have the same name doesn’t mean the game engine remotely equates the two. Modifying one has zero effect on the other.

I thought that the German consulate food trickle was called colbertism. Looking at the game now, I see that is not the case. You are right that there is no reason to link it to the colbertism home city card. Having said that, do you think 1.8f/s is a reasonable number for the card?

I have not enough experience with China to be able to say whether the technology needs to change or not. It is strange though that you cannot afford it if you send tea export as your first card.
