Steps to repro the bug:
as the tax collector starts to collect, you hit supervise , like spam it a few time if it interrupts the tax collection animation, you can collect the tax with no CD after it return tax, and you just hit supervise again don’t right click anywhere that will fix the CD.
I recorded how this looks like in game in a short video.
This seems like an interruption of the animation / game state when you use supervise, the recent collect tax flag is not set properly.
