Issue: Upon researching incendiary arrows from the university, archers from the order of the dragon civilization do not receive the buff/visual. Other civilizations in the same game (house of lancaster) DID receive their buff upon research. This was in a game of FFA nomad.

Repro Steps: We were in age 4, and incendiary arrows was the second university upgrade I researched after military tactics.
