step:
1.garrison a scholar in the dock
2.upgrade Manuscript Trade technology
3.release the garrisoned scholar
then, the scholar count becomes -1,and seems to trigger an overflow bug where all technologies are upgraded at an unusually rapid pace.
This bug could potentially disrupt the balance of gameplay, and I believe it warrants a review.
