Here’s the steps to reproduce the issue:

1. Perform the pre-requisites for the achievement - Construct a Donjon and use it to train a serjeant

2. Achievement does not unlock, in any mode tried

Achievement still bugged, tried in campaign, skirmish and multiplayer match. I hope this will be fixed with new DLC release on 17 February. Platform: Steam
