Building town center over existing foundation that is out of LOS

Villagers are tasked to build a town center in region that is currently out of sight. There is previously unseen enemy mining that partially overlaps the intended location of the town center (upper right corner of town center, left portion of mining camp). The villagers still start to build the town center. Note in the images provided below that town center is 27% complete when game ends.

Here’s the steps to reproduce the issue:

  1. Task villager to build town center out of current LOS, with upper right portion of town center overlapping left portion of enemy mining camp (see images).

:point_down: What was SUPPOSED to happen if the bug you encountered were not present?
When the villagers arrive to the new town center location and the mining camp appears in their LOS, building the town center is canceled (it is not built).

@GMEvangelos Did you see this other bug? it may be related.
Out of sync in replay and spectate mode, when someone tries to place a building on a spot that is already occupied by another building.
