ISSUE EXPERIENCED

California Bear Flag does not interact properly with the Land of Zaragoza card. After spawning one stack of bears, bears will never spawn again.

Here’s the steps to reproduce the issue:

1. Age up Tlaxcala

2. Age up Coahuila

3. Revolt

4. Send Bear Flag

5. Send Coahuila

6. Use flag twice. After first flag, bears do not spawn despite bear build limit not being reached.
