Issue: can’t build Landmark Great Wall as there is no button to build it.

Repro Steps: I played the game twice. I capture the city in the middle of the map first each time. I also killed all of the patrolling armies on the bottom of the map.
but both times I can’t build the Great Wall landmark on the wall. I can build as many of the clock tower workshop.
