Pretty much my question? Since he’s technically capable of summoning every Norse MU? I’m assuming the answer is no, since they don’t want people get free access to content from a DLC

Absolutely you can. I practically only get Draugr in Classical Age and have gotten Fafnir in Mythic a couple time.
Now I do have Freyr, but I doubt not having bought him changes that since it would be strange if it could be an advantage to disable that DLC (higher chance to spawn Valkyrie, no chance to spawn a gold donation to your enemy)

oh, did they change it so you can only summon MUs from your current age? In classic I feel like it was any MU at any age?
It has always been just the current age.

Myth units can be summoned up to your current age so as followed
Archaic Age: None
Classical Age: Valkyrie, Einheri, Troll and Draugr.
Heroic Age: Frost Giant, Mountain Giant, Battle Boar and Rock Giant are unlocked to be summoned while still having a chance to summon Valkyrie, Einheri, Troll and Draugr.
Mythical Age: Fire Giant, Fenris Wolf and Fafnir are unlocked to be summoned while still having a chance to summon Valkyrie, Einheri, Troll, Draugr, Frost Giant, Mountain Giant, Battle Boar and Rock Giant.
