Every time I select my Mortars and then right-click the enemy troops I want to fire upon, the Mortars will move to the place I right-clicked instead of attacking the units 
In general, no. They are designed to be the ultimate artillery to destroy structures and ships but they can’t target units
But the Swedes are an exception, they have a card that allows mortars to target units as well, which makes then quite OP on treaty TBH.
